The NYPD stated Durante Tirado, 20, of Geneva Loop, allegedly shot 38-year-old Kahliq Francis in the head and one of Francis’ friends, a 32-year-old woman, in the torso and jaw.

Police and EMS responded to a 911 call on Tuesday, November 21st around 10:25 p.m. in an apartment at 1530 Pennsylvania Avenue where they found the victims. Both were taken to Brookdale Hospital, Francis in critical condition and his friend in critical but stable condition. Francis succumbed to his injury the next day.

Tirado is charged with murder, attempted murder and four counts of criminal possession of a weapon.

“He was loved and had an amazing heart,” stated Francis’ cousin Danni-Prunell Simpson.

Neighbors described Francis, known as “Stacks Money,” as polite, kind and greeted everyone with a smile. “He would always ask if I needed help with my bags,” said Marisol Crespo. “It’s going to take some time to get used to not seeing him every day.”

Another neighbor, who wished to remain anonymous, stated, “I’ve never seen anything like this in my five years of being over this way. It is shocking.”

Francis was an aspiring rapper with music videos on YouTube going back five years, featuring Zeus the God, R. Kelly and many other artists.

This is the second double shooting in the last two years in Starrett City. In April 2015, 54-year-old Kenneth Williams attempted to kill his stepson and wife in a 1100 Pennsylvania Avenue apartment. The 23-year-old stepson sustained two gunshot wounds to his chest and a bullet grazed the wife’s head. Williams then turned the gun on himself and committed suicide. The stepson and wife were taken to Brookdale Hospital in stable condition.
