Question: One New York newspaper recently reported that Governor Spitzer is counting on revenues from selling rights to lotteries, as well as money from the expansion of video gaming, to help close some of the state multi-billion dollar budget gap, rather than increase taxes. Is this too risky a plan? Why or why not?
