Stating that he would tackle affordable housing, police misconduct, health problems and race relations if he is elected borough president, City Councilman Charles Barron, whose district covers parts of Canarsie , officially announced his candidacy for that post Sunday.

"It's time for real change," he said with the Rev. Al Sharpton standing at his side along with a group of supporters on the steps of Brooklyn Borough Hall.

"Am I going to be a borough president for the people?" the former Black Panther asked. "Absolutely!" was his self-answer. "But I'm letting you all know now - I'm taking care of black folk."

The current borough president, Marty Markowitz, was essentially dismissed by Barron, who called him a "cheerleader for Brooklyn." Markowitz' term ends in 2009 because of term limits.
