Bill O'Neill Question: Revamped and stricter noise restrictions went into effect
citywide Sunday night. Fines will be issued for such complaints as excessive dog
barking, loud bars and clubs, ear-splitting construction and Mister Softee
music. What loud noise problems have you encountered over the years?
