Bill O'NeillCompiled by Bill O'Neill Question: Revamped and stricter noise restrictions went into effect citywide Sunday night. Fines will be issued for such complaints as excessive dog barking, loud bars and clubs, ear-splitting construction and Mister Softee music. What loud noise problems have you encountered over the years?

"Neighborhood parties can be too loud. They play music until 3 o'clock in the morning - and that's people on the next block. I don't bother to complain because I figure it'll make matters worse. Also, sometimes my next door neighbors play music too loud."

"This is New York. New York is home of loud noise - buses, trains, trucks, and construction. Without loud noise, it's not New York. Widespread crime in New York - and the noise and commotion that creates - bothers me and worries me."
