John Salogub, right, president of the 69th Precinct Community Coun-cil, represented Borough President Marty Markowitz Tuesday when he presented a proclamation praising American Legion Post 573 Com-mander Carlton Richardson for doing a good job with the Canarsie Memorial Day Parade last month.
