BOUND BODY FOUND IN CAR ON E. 108 ST.

Detectives from the 69th Precinct were called to East 108th Street and Flatlands 4th Street in Seaview Vil-lage early last Thursday when residents of the area reported they saw the body of a man lying in the back seat of a car parked on the corner apparently with his hands tied.
According to Detective Sergeant William Herbert, the body was identified as Paul Kelly, 49, of East 43rd Street in East Flatbush.
“The victim didn’t have any identification on him,” said Herbert. “But we later identified him through papers found in the car.”
Kelly’s body was discovered lying face down in the back of the 1997 Nissan Maxima at about 6:30 p.m., Herbert said. The victim’s head had been wrapped in red packing tape and his hands were handcuffed be-hind his back. The body was taken to the Kings County Hospital Morgue for further examination by the medical examiner.
Police said it was not clear whether Kelly had been killed where the car was found or if he was killed and then driven to the spot.
“Either way,” Herbert said, “after asking people around the neighborhood if they heard or saw anything, the answers were all negative.”
